A photocell that looked through the glass to transmit a pulse every time the wheel went round would do, if it worked at night and in the day while the wind was blowing tree shadows across the meter.
The pulse could come via a surplus garage door opener clicker.
Some meters seem to have an interface to do this, but the power company would have to license anything that touched the meter.
I’m interested in buying something someone has already worked the bugs out of.
