A new pulp mill located upstream from a river outfitter (a business providing rafting and fishing) produces 10,000 tons of wood pulp (for paper production) each year at a cost of $4 million. The pulp mill emits toxic chemicals that pollute the river. This water pollution harms river habitat and reduces the stock of fish in the river. Because of the new pulp mill, the river outfitter attracts fewer customers, leading to revenue losses of approximately $2 million per year.
The pulp mill could install a new filtering device that could decrease water pollution to levels that wouldn’t adversely affect the river recreation. That is, the river outfitter wouldn’t suffer any lost revenue from the water pollution. However, installing and running the filter would increase the pulp mill’s costs by $1 million per year.
3.1. Without a filter installed, the private cost of producing 10,000 tons of pulp is ________, whereas the social cost is ________.
A. $4 million; $4 million
B. $2 million; $4 million
C. $6 million; $4 million
D. $4 million; $6 million
E. $4 million; $2 million
3.2. Suppose the pulp mill has water pollution property rights. That is, the mill has the right to pollute the river. Also, the outfitter and the mill can negotiate without any transaction costs.
The outfitter will be willing to pay as much as ________ per year for the pulp mill to install the filter. The pulp mill will install a filter if it is paid at least ________ per year. Thus, the outfitter and the pulp mill _____ reach an agreement in which the mill installs the filter.
A. $2 million; $1 million; will
B. $2 million; $4 million; will not
C. $2 million; $2 million; will
D. $1 million; $2 million; will not
3.3. Now. suppose that the outfitter has clean water property rights. That is, the outfitter has a right to clean water. The outfitter and the mill can still bargain without any transaction costs.
Under these conditions, the outfitter will allow the mill to operate without the filter for a payment of at least $2 million per year. The pulp mill is willing to pay the outfitter at most $1 million per year for the right to operate without a filter. Thus, as a result of negotiation, the mill will:
A. Not install the filter and not pay the outfitter any money
B. Install the filter, but not pay the outfitter any money
C. Install the filter and pay the outfitter between $1 million and $2 million
D. Not install the filter and pay the outfitter between $1 million and $2 million

I am in the process of making a small wind mill generator.
I am attempting to use a ceil;ing fan as my generator.
It is I believe and induction motor. There are two sets of coils on the stator. First set coils it placed nearest the rotor. The second set on an inner circumference. The rotor consist of lamineted layers. I do not have an LC meter so I do not know the impedance, but the mearused resistance of the coils are.
6.2 and 5.1 ohms. I am now reading that I will require EXCITATION capacitors for this to work. The documents that I have show a 3-phase motor convercion, thus it has 3 sets of coils where I only have 2.
Any comments on how to work this out? What value and type of capacitors do I need to use?

We live in Charlotte, NC and there was recently a puppy mill shut down. Something like 457 animals living in squalid conditions at a trailer. “Marlie” is our puppy and she is having sooooo many problems…we are desperate!
1.) Housebreaking. She is a SUPER puppy during the day. She hits the grass, does her business, and comes back inside. She LOVES her walks and will whine when she needs to go out. We are fortunate to work from home, so she has someone with her all day. The problem comes in at night, or when we need to leave her. We bought her a crate and used the divider panel as instructed…so she had enough room to stand up, turn around and lay down comfortably. Didn’t matter. She poops in the crate and lays in it. We reduced the space so she could lay down, but without so much luxury and she made a poop bed for herself. No regard for it at all. We bought a smaller crate with less upward room thinking that would help and NOTHING is working. Finally, we took her out of the crate thinking it brought her back to her “roots” in a kennel and put her on a leash in the kitchen. That DID work for two days and then it was the same thing. Poops, runs through it, lays in it, gets it in her ears, etc. No regard. Finally, out of desperation and without any other advice, we have put her in a plush bed of shredded paper in a play pen in our garage tonight to at least try to keep her clean. We tried getting up with her at night thinking she can’t go 8 hours and it doesn’t matter, it can be 1 1/2 hours and she has already gone. I don’t know where she gets it! We cut off food at 4:00 PM now and water by 7:00 for a 9:30 bedtime and it MAKES NO DIFFERENCE. We had her on Science Diet, then switched to Eukanuba at our vets recommendation and now have been told to switch her again to Nutro. We love her desperately, but don’t know what to do.
2.) The whining and “yapping” all the time. She is ?part Jack Russell and part ?Australian Shepherd? and she whines and barks and complains ALL THE TIME. We have joked she has puppy colic, but it isn’t funny. We have (joking of course) said she needs a doggie valium. She will sleep for 3 hours on your lap, but put her down and she SCREAMS like a maniac. The vet recommended pennies in a can and shaking it to make her associate the ugly noise to whining and the louder you shake the can the louder and longer she yells at us.
We make sure she gets lots of play time and exercise and and and, but she has driven me to tears. I feel like a failure of a dog mother and now I have excised my baby to the garage, but she cannot continue to poop in the house and get it everywhere. We want her clean and happy.
HELP US, PLEASE!
The puppy is 7-12 weeks old by the way…they don’t know when she was born. We have had her 3 weeks.

I would like to Breed malteses but would it be worth it or would we be in big trouble money wise, Because we cant be losing 250 bucks and no it will not be a puppy mill and i will sell AKC approved puppies. Would it be worth it and what would i need besides Food, water(of corse) the dogs(seperate breeders), puppy pads(dogs and puppies), dewormer for the pups, and a local vet, love, care, dedication, and of course a shelter for them to live.
