How environmentally friendly is the Hotel Industry?

Just one example. Every hotel I stay in has these so-called scald free showers. The only way to operate them is to turn the handle counter-clockwise so that only cold water is on at first. This prevents an inadvertent scald. You then turn the handle to introduce hot water so as to get a comfortable temperature. The whole aim is to control temperature. The problem is that there is no way to control volume. At a comfortable temperature the water is coming out like a Tsunami. This is a horrible waste of water and a waste of energy to heat the water. I think the Hotel Industry is missing a chance here to be more environmentally conscious. They must design a better fixture.
